Here you need to rotate the pipe pieces to get the liquid going through all of them.

Lockout:
Lockout 10: You need to move the yellow keys out to the edges so you can make room in the middle to get the pink keys out. Then just shuffle them around as needed.
Lockout 11: This level is a bit annoying. Don’t let any of the keys lock down until you’re sure you have room to get everything to where it needs to be.
Lockout 12: This level involves a lot of shuffling around. Don’t lock any keys in until you’re sure you don’t need to get anything past them anymore!
Lockout 13: The right side can all go immediately into their locks. Then slide the red key down to its lock. The left side requires some maneuvering to get the red key out to its key.
Lockout 14: Move all the yellows and greens to the opposite sides they start on, then move them all their locks.
Lockout 15: Work on getting the reds in first, then the greens, and last the yellows.
